December 19, 2004    - Apply Immediately for Your DAR Status!

Dear Designated Airworthiness Candidate,

On December 13, 2004 the FAA issued order 8130.33 which combines the existing FAA Amateur-Built Aircraft DAR application process with the new LSA-DAR procedures.  There are several FAA function codes that you may apply to receive.  These function codes will determine which aircraft that you may inspect.   The codes are as follows: Amateur Built (AB DAR) code 46, Experimental LSA or ELSA, code 47 or Special LSA or SLSA, code 48.  You may apply for one or all of these codes.

The procedure for applying for these rating are covered within FAA Order 8130.33, which can be found on the FAA website: http://www.airweb.faa.gov/Regulatory_and_Guidance_Library/rgOrders.nsf/0/10472cca18fc50fb86256f62005d56c2/$FILE/Order8130-33.pdf

Overview

1)     Apply to NEB.

2)     Be accepted into NEB pool.

3)     Your FSDO or MIDO requests a DAR

4)     NEB forward names of three top candidates in region.

5)     FSDO or MIDO interviews and selects a candidate.

6)     Candidate takes DAR course, and passes.

7)     FSDO or MIDO initializes new DAR.

8)     FSDO or MIDO assesses during first inspection.

You must apply to the National Examiners Board (NEB).  The NEB is responsible for creating and maintaining a national designee candidate pool, which contains the application files for all DAR applicants who meet applicable requirements for the designation sought.   The NEB will evaluate your application comparing it to the minimum eligibility requirements of Order 8130.33 based on the information you provide.  Make sure that your application covers these minimum eligibility requirements.

Applicants who meet the minimum eligibility requirements will be added to the candidate pool and ranked.  These ranking will not be provided to anyone outside the NEB.

The regional office FSDO or MIO/MIDO will determine if a need exists for a DAR with amateur-built or light-sport category functions.  The NEB will send the requesting office copies of applicant file(s) for the three most highly qualified DAR candidates appropriate for the designation needed and the geographic area to be served.

The managing office may accept or decline any applicant referred by the NEB.  You will only be allowed to hold DAR status in the Flight Standards District Office (FSDO) or Manufacturing Inspection District Office, (MIDO) area in which you reside.  These are the offices that are within the location of your personal address.

Limitations

DARs with the function codes of 46, 47, and 48 will be limited by class, (i.e., airplane, glider, weight-shift control, balloon, helicopter, powered parachute, powered lift and seaplane).  There will also be limitations according to complexity, metal, tube and fabric, composite, wood and tube and sail on the Certificate of Authority and annotated in the Designee Information Network (DIN).  These limitations will be defined by the FSDO or MIO/MIDO based on your experience as provided in the application.
