Sport Pilot Briefing

(This is a summary version of the briefing given by Jim Stephenson, of ASC, for Sue Gardner, FAA Washington, at Oshkosh on July 31, 2000, with additions from the briefing by Mike Gallagher, FAA Small Aircraft Directorate, Kansas City, given July 30, 2000.)

This briefing contains a high level overview of the "Sport Pilot Certificate" and the additional rulemaking that is tied to this project. It is intended to provide the general direction of this project and does not contain actual proposed wording of any rules, policy, advisory material, etc.

Sport Pilot includes the new certificate and the regulations that support it.

  • Flight Instructors – CFI-Sport Pilot
  • New categories for Trikes and Powered Parachutes, with certification and training requirements.

Defines and establishes certification requirements for "light-sport**" aircraft

  • certificate aircraft outside the scope of Part 103,
  • and new aircraft outside the scope Part 103

The new regulations addressing the Sport Pilot certificate and the Flight Instructor certificate will be added by a Special Federal Aviation Regulation (SFAR) will add these new regulations in "Plain Language". Other changes will be incorporated into there appropriate rule parts.

"Plain Language" example:

Section 3. Sport Pilot Certificate

a. What are the Eligibility Requirements?

(1) You must be at least **17 years old to apply for a Sport Pilot certificate for operating light aircraft.

14 CFR Part 1 will be changed to define "light-Sport** aircraft". Some of the requirements are:

  • 1232 lbs. gross weight
  • 39 knots
  • 115 knots "max cruise" (change from manufacturers review.)
  • powered – single engine "normally aspirated" or unpowered
  • unpressurized
  • two occupants or less
  • **excludes rotorcraft due to their complexity 
 

14 CFR part 21 will be changed to add a new subparagraph – 21.191(I)(new)

  • Operation of **"light-sport aircraft" without a production certificate.
  • bring in exempt vehicles that may continue to be used for instruction **** (for three years after the rule) and recreation ** Experimental Light-Sport Aircraft

New non-experimental aircraft production rules called **Special Light-Sport Aircraft for recreation use, instruction or RENTAL    

  • Special airworthiness production without a type certificate
  • Means manufacturers tests
  • Means aircraft will be ready to fly
  • Means no FAA testing of craft 
  • (lower costs and delay)
  • Means produced and shipped with an N number

Add **Kit-Built Light-Sport Aircraft - personal use aircraft from Light-Sport Aircraft production line

  • Not required to meet 51% rule
  • Built by private individual

Sport Pilot

  • MEDICAL : Current and valid US Drivers license or at least a 3rd class medical
  • Age- **16 solo, **17 Sport Pilot

Limitations:

  • operate "light-sport**" aircraft
  • no comp or hire
  • no carriage of Passengers for compensation or hire
  • no operations outside the US
  • 1 hour*** before sunrise to 1 hour*** after sunset
  • **Operate in Class B, C, or D space with additional training and endorsements
  • no towing any object
  • must meet applicable Parts 91 and 61 regulations
  • Visual Flight Rules

NO CHANGES TO 14 CFR part 103 !!!!

Sport Pilot is Umbrella Certificate

  • privileges endorsed in log book
  • trained by CFI-Sport Pilot
  • Knowledge test (FAA computerized test)
  • Practical Oral and Flight test with Designated Pilot Examiner(DPE)
  • Additional privileges authorized by CFI-Sport Pilot (**** includes a requirement for "make and model" endorsements)

Flight Instructor – Sport Pilot (CFI-SP)

  • MEDICAL: Current and valid US drivers license or at least a 3rd class medical
  • 18 years old
  • Hold Sport Pilot or higher certificate with sport pilot privileges
  • Knowledge test
  • Practical test with Designated Pilot Examiner(DPE)

Grandfathering for Sport Pilot

  • registered pilot or trained in FAA recognized program
  • earns credit for training and flight time (must use to meet time requirements)
  • available 24 months
  • Pass knowledge test (computer)
  • Pass practical test with DPE (oral and flight)

After 24 month period

  • Some, but not all, time from a registered pilot or training in a FAA recognized program may be credited
  • Preparation for Practical time must be logged with CFI-Sport Pilot
  • Pass knowledge test (computer)
  • Pass practical test with DPE (oral and flight)
  • Available on-going

Grandfathering for CFI-Sport Pilot

  • Registered ultralight flight instructor with a FAA recognized program
  • earns credit for training and flight time
  • available 36 months
  • Pass knowledge tests (computer)
  • Practical test with DPE (oral and flight)

Loggable Time?

  • Ultralight pilot – no
  • Sport Pilot – yes
  • CFI- Sport Pilot - yes

This will require the FAA to authorize new Designated Pilot Examiners, Repairman, Designated Airworthiness Representatives, Designated Engineering Representatives, Organizational Designated Airworthiness Representatives, and Safety Counselors to meet the needs of this new cadre of certificated pilots and new fleet of aircraft.

This is the rebirth of General Aviation

The sport aircraft community has requested this, the Part 103 ARAC has proposed the initial framework for this, and the FAA has refined this framework and expanded it,

and… now we (FAA) are going to deliver it .
